It’s the worst drought that Berkeley has seen in 100 years and the city council has just issued a decree that all citizens must upgrade their water meters. Herb, a cantankerous old man, has been hoarding water and solemnly swears the city will never catch him. When Herb’s dog Mr. Harry goes missing, and his spinster daughter Nancy starts to question him, Herb wonders if this (?) is mere coincidence, or the city council’s diabolical scheme to destroy his family. A tragi-comedy about never turning your back on your own backyard.
